Single-Family Housing Rehab Program Grants Approved

BISMARCK, ND – The North Dakota Industrial Commission approved an allocation of almost $200,000 today through Helping Housing Across North Dakota (HAND). The program addresses the housing rehab needs of lower-income individuals and families by providing grants to targeted community programs. North Dakota Housing Finance Agency (NDHFA) administers the program.

“Helping HAND ensures North Dakotans of limited means continue to have a safe and affordable place to call home,” said Commission members in a joint statement. The Industrial Commission, consisting of Gov. Doug Burgum as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees NDHFA.

The 2020 grant distribution follows:

Helping HAND assistance is provided to households with incomes that do not exceed 80 percent of the U.S. Department of Housing and Urban Development’s median for the county in which their home is located. Matching funds of at least 25 percent of the total project costs are required to access the grant dollars.

“Through Helping HAND, North Dakota Housing Finance Agency has allocated over $6 million in agency earnings since the program began in 1993 to assist more than 7,500 lower-income individuals and families statewide,” said Dave Flohr, NDHFA interim executive director.

Affordable Housing Development Assistance Allocated Statewide

BISMARCK, N.D. – The North Dakota Industrial Commission announced today that nine projects have received funding commitments from North Dakota Housing Finance Agency (NDHFA) to support the construction or rehabilitation of almost 500 affordable housing units statewide.

NDHFA allocated $3.8 million in federal tax credit authority through the Low Income Housing Tax Credit (LIHTC) program. When syndicated, the credits are expected to generate more than $34 million in project equity. NDHFA also awarded $2.7 million through the National Housing Trust Fund (HTF) and $7.25 million from the state’s Housing Incentive Fund (HIF).

“The funding commitments made by North Dakota Housing Finance Agency support the development of projects in communities large and small that will provide safe and affordable housing for our state’s most vulnerable households,” said members of the Commission in a joint statement. The Industrial Commission, consisting of Gov. Doug Burgum as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees NDHFA.

About the Projects
Lutheran Social Services Housing Inc. was awarded $800,000 from HIF to support the redevelopment of Boulevard Avenue Apartments, preserving 108 units of affordable housing in Bismarck, ND.

The Independent Order of Odd Fellows of North Dakota was awarded $776,000 in credit authority through the LIHTC program to support the redevelopment of IOOF Retirement Village I and II. The project preserves 78 units of supportive senior housing in Devils Lake, ND.

Phase 2 of the Lakeland Court Apartments project in Devils Lake, ND, was awarded $1,289,527 from HIF. The SW Design Build Inc. project will create 24 new, senior-friendly housing units.

Elliott Place, a Fargo Housing and Redevelopment Authority project, will create 84 new units of supportive senior housing. NDHFA awarded the project $1,128,016 in credit authority through the LIHTC program, $2.2 million from the HTF, and $3 million from HIF.

Homefield 3, the final phase of a Beyond Shelter Inc. (BSI) supportive senior housing development, was awarded $720,274 in credit authority through LIHTC. The Fargo, ND, project will provide 39 new units.

Commonwealth Development Corporation was awarded $720,000 in credit authority through LIHTC to support the development of Eagle Flats in Jamestown, ND. The project will create 33 new homes for families including seven supportive housing units that will be reserved for households at risk of homelessness.

Souris Heights, a 54-unit supportive senior housing complex that will be developed by BSI in Minot, ND, was awarded $1,757,026 through HIF.

A substantial rehab of Courtyard Apartments in Rugby, ND, received a $400,000 award through HIF. The Affordable Housing Developers Inc. project preserves 20 units of affordable rental housing.

The Housing Authority of Cass County was awarded $791,719 in LIHTC program credit authority and $500,000 through the HTF to develop Sierra Townhomes. The West Fargo, ND, project will create 38 new housing units, including nine units of supportive housing for families at risk of homelessness.

About the Programs
LIHTC provides an indirect federal subsidy used to finance the construction or rehabilitation of rental housing for lower-income households. The purpose of the HTF is to increase and preserve the supply of housing for extremely low-income households including homeless families. HIF strengthens communities by supporting the development or preservation of rental housing for low- to moderate-income households.

The application process for each program is competitive with the top-scoring projects receiving the awards.

“We had a robust spread of requests for funding this year, with all of our programs receiving applications for more than twice the funding available,” said Dave Flohr, NDHFA’s interim executive director.

The development programs administered by NDHFA have allocation plans that are reviewed annually to ensure that the projects that receive financial awards address North Dakota’s greatest housing needs.

Each applicant must provide evidence that there is a need for the type of housing proposed, that the community supports the project, and that construction costs are reasonable. The period of affordability for the projects receiving federal funds is 30 years; HIF’s minimum period of affordability is 15 years.

Bismarck Housing for Long-Term Homeless Opens

BISMARCK, ND – Burleigh County Housing Authority (BCHA) marked the completion of Edwinton Place Apartments today. The Permanent Supportive Housing (PSH) project will provide 40 individuals who have experienced long-term homelessness with a stable home and offer services to address the issues that are the cause of their homelessness.

After thanking his development partner, Beyond Shelter Inc. (BSI), and the community leaders and organizations that supported the project, BCHA Executive Director Dwight Barden said in reference to Edwinton’s ‘Housing First’ approach, “Now, the real work begins.”

Housing First is endorsed by the federal government as the way to end long-term homelessness, providing immediate, permanent housing without pre-requisites like treatment or sobriety and then offering voluntary services. At Edwinton, the Dacotah Foundation, West Central Human Service Center, Community Options, Heartview Foundation, Youthworks of North Dakota and Job Service will offer treatment for substance abuse, personal care and assistance finding employment. Medical care will be provided by Sanford Health and Northland Health Center.

Edwinton Place

Edwinton Place is a Permanent Supportive Housing project that will provide 40 individuals who have experienced long-term homelessness with a stable home and offer services to address the issues that are the cause of their homelessness. Edwinton is North Dakota’s third PSH project to offer individuals Housing First. BSI, a nonprofit developer based in Fargo, ND, partnered with Fargo Housing and Redevelopment Authority to open Cooper House in 2010 and with Grand Forks Housing Authority to open LaGrave on First in 2018.

“Beyond Shelter focuses on developing housing for the lowest income households in the community, the people whose needs are often overlooked,” BSI Development Director Lisa Rotvold.

Most of Edwinton’s financing was provided by North Dakota Housing Finance Agency (NDHFA).

“Battling chronic conditions without housing makes it difficult to stabilize, leaving people trapped in a spiral that is nearly impossible to escape,” said NDHFA Interim Executive Director Dave Flohr. “When a community comes together to address the needs of its most vulnerable citizens, we all win.”

The state agency awarded $813,000 in federal Low Income Housing Tax Credits to the project providing it with $7.2 million in equity. NDHFA also provided $1,026,147 from the National Housing Trust Fund, $460,000 from the Neighborhood Stabilization Program (NSP), and $500,000 from the state’s Housing Incentive Fund.

The City of Bismarck, in agreement with Burleigh County and the Bismarck Public School District, approved a 20-year Payment in Lieu of Taxes for the property valued at more than $2 million. North Dakota Department of Commerce committed $730,000 through NSP for land acquisition, $362,500 of which will go toward the land lease. Through Bank of North Dakota, the Federal Home Loan Bank awarded $750,000 from the Affordable Housing Program. The Otto Bremer Trust provided $62,000 to cover pre-development costs. Construction financing was provided by Gate City Bank. The total cost of development was $10.3 million.

Located at 1121 S 11th Street, Edwinton is a four-story building with a controlled entrance and 24/7 front desk staffing. On the first floor, offices, meeting rooms and an exam room allows for services to be provided at the site. A community room, TV room and computer room for tenant use is located on the same level. The upper floors are made up of 40 one-bedroom/bath apartments with full kitchens. Eight of the units are fully accessible for persons with a physical disability.

The gross rent of the apartments is $729 with a $40 utility allowance making tenant rent $689 per month. Burleigh County Housing Authority project-based Housing Choice Vouchers to ensure the affordability of the units for the property’s extremely low-income tenants. With the vouchers, the tenants will pay no more than 30 percent of their income towards rent.

BCHA began moving tenants into the property earlier this month. The housing authority is anticipating that Edwinton will be fully occupied by the end of the year. Because most of the tenants are expected to arrive with minimal personal items, the housing authority is trying to outfit the apartments with the necessities needed for daily living through an Amazon wish list. Dinnerware, towels, bedding and small appliances are still needed.

“The community has been very responsive,” said Barden. “We appreciate the assistance in helping to furnishing the units equitability.”

Throughout my years at the agency, I’ve learned that when communities advocate for themselves, the outcome can be dynamic. This month I participated in three community events where organized and passionate stakeholders, focused on long-term goals, achieved their vision for diversified housing. It is exciting to be a part of their vision during the development phase and to celebrate their successes at major milestones.

LaGrave on First in Grand Forks is a Permanent Supportive Housing (PSH) project that will house 42 individuals experiencing chronic homelessness utilizing the ‘Housing First’ model where the individuals are rapidly housed and then offered services to address the issues causing their homelessness. After years of planning, six funding streams and strong community support, LaGrave on First opened its doors this month.

Another Housing First project, Edwinton Apartments in Bismarck, broke ground in August. It will create 40 new PSH units and be operational by the fall of 2019. The project is located within an Opportunity Zone that was designated by Gov. Burgum earlier this year.

We know that chronically homeless individuals cost communities $30,000 to $50,000 every year. Providing these individuals with immediate access to housing is estimated to save a community up to 40 percent of the total cost. Having a home is so important as the foundation for a new life where individuals can feel safe and begin their personal journey to stability and recovery. LaGrave and Edwinton are modeled after the Cooper House, North Dakota’s a Housing First project which opened in Fargo in 2010. After seeing Fargo’s success, other communities have a viable, working template to customize to fit within the parameters of their own needs.

Minot’s Park South Apartments, built in 1948 as a convent and converted to apartments in the 1980s, now offers 40 renovated housing units, 30 are deemed affordable. This project is a significant milestone for Minot for many reasons. In 2016, the city applied for and was awarded one of 13 National Disaster Resilience (NDR) grants from the U.S. Department of Housing and Urban Development totaling $74.3 million. The city designated $21 million of their award for affordable multifamily housing. Park South is one of the first NDR completed projects in the nation and fills a critical affordable housing gap in the community. The project also received $2.23 million from NDHFA’s Housing Incentive Fund which was made possible by financial contributions from local banks, businesses and individuals in exchange for $2.23 million in state income tax credits.

Further west in the state, the Williston/Watford City areas are once again dealing with housing shortages which is also a workforce recruitment issue. In April, conversations began about how NDHFA’s Construction Loan Guarantee program could be leveraged to alleviate the pressure on this housing market. After analyzing the potential impact and discussions with multiple community stakeholders, the program has been modified. It can now provide up to $500,000 in guarantees per community or per contractor. Initially, it was designed to no more than five guarantees per community and three per contractor. This change will allow lenders to work with builders to determine the best balance between construction costs and local demand, taking advantage when possible of the economies of scale that come with building multiple homes in one location at one time. We are interested to see how communities benefit from the program change.

NDHFA’s mission is to make housing affordable for all North Dakotans, making the agency a stakeholder in every urban and rural community across the state. Together with these communities, private industry, nonprofits, faith-based entities and government agencies, we are making progress.

Housing for Chronically Homeless Individuals Underway

BISMARCK, ND – Construction has begun on Edwinton Place, a Permanent Supportive Housing (PSH) project that will offer stable housing and support services for 40 individuals who have experienced chronic homelessness in the Bismarck area. The approach that will be utilized is called ‘Housing First’.

“Through the Housing First model, some of the barriers to rental housing entry are set aside. The individual is provided with a permanent, stable home and then support services are offered to address the underlying causes of their homelessness,” said Dwight Barden, Burleigh County Housing Authority (BCHA) executive director.

Chronically homeless individuals typically have mental health or substance abuse issues, a chronic health condition, or a history of physical or sexual abuse. The need to provide supportive housing for these individuals was first discussed in 2008 in Bismarck-Mandan’s 10-Year Plan to End Homeless. Since that time, local service providers have been planning and educating key stakeholders to gain support for a PSH development. As an experienced provider of affordable housing, BCHA agreed to take the lead and be the owner and manager of the property.

BCHA has partnered with Beyond Shelter Inc. (BSI), a nonprofit developer of affordable housing to develop Edwinton Place. “Beyond Shelter focuses on providing housing for the lowest income households in a community, the people whose needs are typically overlooked,” said BSI CEO Dan Madler. “The underlying causes of chronic homeless not only negatively affects an individual’s ability to be successful in traditional rental housing, these issues are also very costly to the community.”

The state agency awarded federal Low Income Housing Tax Credits that will provide the project with $7.2 million in equity, and awarded $1,026,147 from the National Housing Trust Fund, $500,000 from the state’s Housing Incentive Fund and $460,000 from the Neighborhood Stabilization III Program. The total project cost is $10.3 million.

The upper floors will be made up of 40 one-bedroom/one-bath apartments. Eight of the units will be fully accessible for persons with a physical disability. All of the units will be furnished. The developers anticipate that the property will be complete by next fall.

The tenants will be selected in partnership with the local Coordinated Entry System which is operated by agencies that provide service to people who are homeless. Project-Based Housing Choice Vouchers will be provided by BCHA to assure the affordability of the units for the extremely low-income tenants.

Unique Senior Apartments Open in Downtown Bismarck

BISMARCK, ND – MetroPlains LLC opened the doors to a unique senior apartment complex today. Located in downtown Bismarck, the four-story building offers very desirable amenities and it’s affordable.

100 West Main has a four-season porch, lounge, exercise room, community room, and on-site chapel. A community manager organizes activities and supportive services are offered that allow tenants to age in place. The apartments all have energy-efficient lighting and appliances, and some have balconettes. The building is within walking distance of churches and restaurants, retail, financial and medical services, and it offers easy access to public transportation.

“Walkable downtowns that offer a variety of retail, dining and entertainment options, as well as housing for all income levels, are an important element of the Main Street Initiative,” Lt. Gov. Brent Sanford said at the celebratory event. “This property is a great example of public-private partnership creating diverse housing opportunities that help contribute to a healthy, vibrant community.”

Sanford attended the event on behalf of the North Dakota Industrial Commission. The commission, consisting of Gov. Doug Burgum as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees North Dakota Housing Finance Agency.

“Affordable housing for seniors with limited incomes is a much-needed resource in Bismarck,” said NDHFA Executive Director Jolene Kline. “100 West Main will be a great addition to the city’s core.”

NDHFA allocated $600,000 from the state’s Housing Incentive Fund to the project and awarded $506,097 in federal Low Income Housing Tax Credits. The credits brought $5.11 million in equity to the project through the syndication by Wells Fargo Affordable Housing Community Development Corp. Wells Fargo also provided the project’s construction financing.

Additional development support was provided by the City of Bismarck, Bank of North Dakota, and the Lewis and Clark Development Group (formerly CommunityWorks North Dakota). Security First Bank provided the project’s pre-development and permanent financing.

“We are very appreciative of all of the support provided by our project partners,” said Rob McCready, MetroPlains Principal. The total cost of developing the property was $6.56 million.

“To have an opportunity to provide affordable housing for seniors in a location which contributes positively to the diversity and vitality of downtown Bismarck is extremely gratifying,” said Randy Schold, MetroPlains Principal.

All of the apartments at 100 West Main are reserved for income-qualified households age 55 and older. There are 18 one-bedroom and 12 two-bedroom units. Five units are fully accessible. Depending on household size and income, the units rent for $370 to $806 per month plus utilities. An individual earning $17,370 or less would qualify to rent a one-bedroom apartment for $370.

Grant Allocation Benefits Housing Organizations Statewide

BISMARCK, N.D. – Housing organizations statewide will benefit from a grant allocation authorized today by the North Dakota Industrial Commission (NDIC). North Dakota Housing Finance Agency (NDHFA) received permission to distribute $200,000 through its Helping Housing Across North Dakota (Helping HAND) program.

“In the history of the Helping HAND program, more than $5.7 million in grant funds have been put to work by local service providers to assist over 5,000 lower-income individuals and families across the state,” commission members said in a joint statement. The NDIC, consisting of Governor Doug Burgum as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees NDHFA.

“Helping HAND grants typically support housing weatherization and rehabilitation projects,” said Jolene Kline, NDHFA executive director. “We encourage the grant recipients to use the funds to benefit the largest number of households possible.”

Bismarck Welcomes Affordable Senior Apartments

Officials celebrate the grand opening of Sierra Court in Bismarck, ND. 

BISMARCK, ND – With Bismarck’s senior population on the rise, the affordable new homes at Sierra Court Apartments are a welcome addition to the local housing inventory.

“In areas with high housing demand, it can be very challenging for fixed-income households, especially elderly and disabled households, to find a home they can afford,” said North Dakota Housing Finance Agency Executive Director Jolene Kline at an Open House for the recently completed apartment complex.

All of the apartments at Sierra Court are reserved for income-qualified, elderly households making the development an ideal fit for a community where the population of residents age 65 and older is projected by a recent Statewide Housing Needs Assessment to increase 61.2 percent by 2029. The assessment shows the majority of those households will be lower income.

“Our purpose here was to provide a good housing option for seniors, a quality place to live at a price they can afford. We are proud to team with Hometown Living, and offer our sincere thanks to our partners that helped make this project possible, particularly NDHFA, Boston Capital, Security First Bank of North Dakota, CommunityWorks North Dakota, and Bank of North Dakota,” said Don Sterhan, president of Mountain Plains Equity Group, the project lead.

NDHFA allocated $600,000 to the development from the state’s Housing Incentive Fund and $595,153 in federal Low Income Housing Tax Credits. Boston Capital syndicated the tax credits, bringing more than $5 million in equity to the project. The development also received predevelopment funding from CommunityWorks. Security First, in participation with BND, provided the project’s construction and permanent financing. The total project cost was $7.46 million.

buildingexteriorLocated at 2821 Ithica Drive, Sierra Court has 18 one-bedroom and 21 two-bedroom units for households aged 55 and older. Seven of the units are fully accessible. The apartments rent for $340 to $850 per month plus utilities, depending on the household income and size.  An individual who earns $17,730 or less would qualify to rent a unit for $340.

The building has a reception area with a fireplace, a large community room with kitchen facilities and a seating area, a game room, fitness room, library, media lounge, an elevator with access to all three floors, interior corridors with secured building access, and an on-site office. Twenty single-car garages and ample surface parking are provided for the residents and guests. Unit amenities include Energy Star appliances, carpeting and tile flooring, window coverings, in-unit washer/dryer, and central air. Supportive services for the senior tenants are also offered at the property.

Formed in 2003, MPEG’s mission is to help support and improve the quality of life in local communities through the financing and development of affordable housing. Housing Incentive Fund Fully Capitalized

BISMARCK, ND – The North Dakota Industrial Commission announced today that the state’s Housing Incentive Fund (HIF) has been fully capitalized for the biennium. The program relies on taxpayer support to provide low-cost financing to developers of affordable rental housing.

HIF Invest in Your Community“We are very pleased with the success of the Housing Incentive Fund,” said members of the Commission in a joint statement. “Through the program, almost 2,500 new housing units have been created statewide since 2011, helping to address the demand brought on by North Dakota’s economic growth.”

The Commission, consisting of Governor Jack Dalrymple as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees North Dakota Housing Finance Agency (NDHFA), the program administrator.

The state legislature reauthorized HIF during the 2015 session approving a $10 million transfer to the program from Bank of North Dakota profits and giving NDHFA $30 million in tax credit authority to further capitalize HIF.

“We are thankful for the support of all of our contributors. It is only with their assistance that the Housing Incentive Fund is able to advance North Dakota’s efforts to provide housing that’s affordable for all of our residents,” said Jolene Kline, NDHFA executive director.

NDHFA began accepting contributions on July 1, 2015. The agency had until Dec. 31, 2016, to secure all of the contributions needed. NDHFA declared the program fully capitalized on October 14, 2016.

A total of 340 contributions were received. A little over half of the monetary support, $15.08 million, came from financial institutions. Businesses contributed $12.27 million with the single-largest contribution being made by Tesoro Corporation at $5.3 million. Individual taxpayers contributed $2.66 million – their average being $9,914. All of the contributors received dollar-for-dollar state income tax credits.

The development assistance provided through HIF this biennium will leverage $196.4 million in construction costs to create 1,105 housing units. The projects are located in Beulah, Bismarck, Bowman, Devils Lake, Dickinson, Fargo, Grand Forks, Gwinner, Hazen, Killdeer, Mandan, Minot, New Rockford, Valley City, Watford City and Williston. More than one-third of the 30 projects will provide housing for special needs households including disabled, homeless and elderly individuals and families.

“We look forward to seeing these developments through to completion, providing the housing our communities need for healthy growth and development,” Kline said.

A self-supporting state agency, NDHFA finances the creation and rehabilitation of affordable housing across North Dakota.

FirstHome™ Lender Training Fall Schedule

LenderTrainingLinkImageNorth Dakota Housing Finance Agency will host two FirstHome™ lender training sessions this fall.

“FirstHome lender training is geared to the new staff of our participating lenders, new or pending participating lenders, and current lender staff that want a refresher course,” said Dave Flohr, NDHFA homeownership division director.

The training is intended to introduce participating lenders to the Agency’s homeownership programs – FirstHome, HomeAccess and North Dakota Roots, provide a review of different loan types, borrower and property eligibility, and guide lenders through the process of locking a loan with NDHFA.

The training sessions will be held on Oct. 5 at the Expressway Suites, 4303 17th Ave S, Fargo, and Oct. 12 at the Comfort Inn, 1030 E Interstate Ave, Bismarck. Both sessions are scheduled to begin at 9:00 a.m. and to be completed no later than 1:00 p.m.
